Herbert Hoover was the President during the great depression. He came up with subsidized housing for those who could not afford homes, they were more like slums. People hated them and his efforts to help so they named these slums Hoover-villes. He did not want to get heavily involved in helping the people because he believed strongly in self-reliance.
