If Stalin did not try people he feared and suspected of being a threat, would these "threats" actually have done something?

Joseph Stalin feared that old hero's from the past revolution would rise up against him so he formed a police force known as the NKVD and would gather people he thought were threats and would give them a show trial basically forcing them to admit guilt by threatening them and their families, he killed about 1 in 5 officers.
